Killing the spawning bandits at low control restores 1 control per fight/victory so your control probably rose. According to the wiki, it's when Control is below 4 that 10k influence is needed.I think it's actually certain low control bandits that can spawn in Redhaven that do that. I have had instances where the influence required to enter the city suddenly rises to 10k after sleeping but after clearing the bandits around Redhaven it's back to 1k again. Kind of similar to the ones blocking your path between zones or blocking access to certain shops. Once you kill that particular bandit you have access again.
Are you assaulting it with Aria or is this shopping for the level 3 computer? If this is the former, in the upper right corner, you have an entryway. As far as I know the only frame that has different training caps anyway is Herculean which can't be obtained by anyone who doesn't start off with it. If you mean max health based on toughness then yeah it's out of date. Health is based on strength and stamina now. Toughness is no longer a thing.Is the wiki wrong, then?

If you go to a Household member's 'Action' tab you can get Doctor's Hall implants. Note the NPC Health Implant is at the bottom, the PC one will be greyed out.This is precisely where I'm at. With the expanded morning BJ scene, an easy solution to this would be to give her enough attention to get her to where she'll agree to morning BJs and then turn those on and that will be enough to counteract the affection loss from not paying her an allowance.Lol, I'm not giving her 1000$ for 2 affection.
